Prime Minister Pham Minh Chinh has recently signed Circular No. 13, emphasizing the strengthening of logistics connectivity to boost consumption and the export of agricultural, forestry, and aquatic products.
The circular highlights the significant role of the logistics infrastructure system in the overall economy and the specific development of agriculture and rural areas. However, compared to the current production capacity, potential, and advantages of agriculture, the logistics system remains a bottleneck in connecting production and bringing agricultural products to domestic and international markets, particularly in neighboring countries like China.
According to the Prime Minister, in the current context, the completion of logistics infrastructure to serve domestic production, consumption, and exports is of utmost importance and should be identified as one of the focal tasks in the development of agriculture and rural areas.
Export lychee to China via railway
Has urgently requested the Ministry of Agriculture and Rural Development (MARD) to expeditiously finalize the proposal for Prime Minister's consideration and approval, titled "Development of the logistics service system to enhance the quality and competitiveness of Vietnamese agricultural products by 2030 with a vision to 2050," as the basis for organization and implementation.
The government leadership assigned MARD to lead and coordinate with the Ministry of Industry and Trade, and the Ministry of Foreign Affairs to specify the contents of the joint statement between Vietnam and China and the signed cooperation documents regarding agricultural collaboration. This includes opening the agricultural market, promoting the diversification of traditional distribution channels through wholesale markets, and establishing agricultural logistics service centers between the border gates of the two countries.
The Ministry of Planning and Investment is tasked with leading and coordinating with relevant ministries, agencies, and localities to review and allocate funds for developing transportation infrastructure and infrastructure for agricultural logistics centers. They are also instructed to guide enterprises and cooperatives in implementing mechanisms and policies related to the development of agricultural logistics services and investing in the construction of agricultural logistics centers.
The Prime Minister instructed the Ministry of Finance to collaborate with MARD in exchanging information with the General Administration of Customs of China to build and expand the pilot model of smart border gates linked with source traceability control.
The Ministry of Transport is directed to focus on organizing solutions to modernize the railway system and enhance the transportation capacity of agricultural, forestry, and aquatic products by railway to increase exports to China. In the short term, there is a need to standardize technical specifications and connect the railway system at the Lao Cai border gate (Lao Cai province) to facilitate the transportation of goods by railway at this border gate.
