
On the afternoon of September 4, 2025, the Ministry of Industry and Trade and the Ministry of Finance jointly announced adjustments to retail fuel prices.
In this pricing period, the two ministries continued not to allocate or use the Price Stabilization Fund for E5RON92 gasoline, RON95 gasoline, diesel, kerosene, and mazut.
After the adjustments, the retail prices of commonly used petroleum products on the market are as follows:
E5RON92 gasoline: not higher than 19,851 VND/liter (up 80 VND/liter compared to the current base price), 588 VND/liter lower than RON95-III;
RON95-III gasoline: not higher than 20,439 VND/liter (up 76 VND/liter compared to the current base price);
Diesel 0.05S: not higher than 18,473 VND/liter (up 116 VND/liter compared to the current base price);
Kerosene: not higher than 18,314 VND/liter (up 89 VND/liter compared to the current base price);
Mazut 180CST 3.5S: not higher than 15,376 VND/kg (up 116 VND/kg compared to the current base price).

Regarding the reason for the price increase, the Ministry of Industry and Trade and the Ministry of Finance stated that the global petroleum market during this pricing cycle (from August 28 to September 3, 2025) was influenced by key factors such as the upcoming OPEC+ meeting scheduled for September 7, 2025; the depreciation of the US dollar; and the ongoing military conflict between Russia and Ukraine. These factors led to fluctuating global fuel prices over the past few days, depending on the product type, but the overall trend was upward.
Specifically, the average global finished product prices between the August 28 and September 4, 2025 pricing periods were as follows:
– RON92 gasoline (used to blend E5RON92): 79.710 USD/barrel (up 0.684 USD/barrel, equivalent to an increase of 0.87%);
– RON95 gasoline: 81.706 USD/barrel (up 0.412 USD/barrel, or 0.51%);
– Kerosene: 85.294 USD/barrel (up 0.534 USD/barrel, or 0.63%);
– Diesel 0.05S: 86.654 USD/barrel (up 0.686 USD/barrel, or 0.80%);
– Fuel oil 180CST 3.5S: 409.584 USD/ton (up 4.222 USD/ton, or 1.04%).

In this pricing cycle, given the fluctuations in global oil prices, the VND/USD exchange rate movements, and current regulations, the Ministry of Industry and Trade together with the Ministry of Finance has decided on a fuel pricing plan to ensure that domestic fuel prices fluctuate in line with global oil price changes; continue to maintain a reasonable price gap between biofuel E5RON92 and conventional RON95 gasoline to encourage the use of biofuels in accordance with the Government’s policy; and ensure a balanced interest among market participants.
