The Trade Remedies Authority of Vietnam (Ministry of Industry and Trade) announced that it has received information from the Vietnam Trade Office in Belgium and the EU (also covering Luxembourg and the European Commission) regarding the European Commission’s (EC) initiation of an anti-dumping investigation into imports of coiled copper tubes and pipes originating from China, Mexico, Uzbekistan and Vietnam.
The complainant is the EU Copper Tubes Defence Committee, representing the copper tube manufacturing industry of the European Union.
The products under investigation are coiled copper tubes and pipes, classified under CN code: ex 7411 10 90 (TARIC code 7411 10 90 10).
The dumping investigation period runs from January 1, 2025 to December 31, 2025. The injury investigation period spans from January 1, 2022 to December 31, 2025.
The investigation is expected to be concluded within one year and may be extended, but not exceeding 14 months from the date of the notice of initiation.
In the notice of initiation, the complainant alleges that imports from the countries concerned are being sold in the EU market at prices lower than their normal value, causing significant injury to the EU’s domestic industry.
According to the investigation procedure, the EC will select samples of exporting producers and send questionnaires to relevant parties in the coming period. The EC has already issued a sampling questionnaire for the case. The level of cooperation by enterprises during the initial stage of the investigation is crucial in determining dumping margins and the applicable duty rates.
If the investigation concludes that dumping has occurred and caused injury to the EU industry, the EC may impose provisional anti-dumping duties, followed by definitive anti-dumping measures on the products concerned.
Under EU regulations, provisional anti-dumping duties may be imposed within seven to eight months from the initiation date, while the final determination is expected within 12 to 14 months.
In relation to the case, the Trade Remedies Authority recommends that producers and exporters of the investigated products carefully study the accompanying documents, fully cooperate with the EC by providing information and documentation in accordance with prescribed formats and deadlines, and maintain regular coordination to receive timely support from the authority.
