Ministry of Construction Approves Master Plan for Tien Giang Seaport Development through 2050

The Ministry of Construction has issued Decision No. 970/QĐ-BXD approving the detailed master plan for the development of land and water areas of Tien Giang seaports for the 2021–2030 period, with a long-term vision to 2050.

Under the plan, the seaport system will include the Go Cong and My Tho port areas, mooring buoys, transshipment zones, and designated anchorages for vessel waiting, storm shelter, and emergency avoidance.

Development Goals by 2030

By 2030, the ports are expected to handle between 5.1 and 6.6 million tonnes of cargo annually, including 3,500–4,700 TEUs of containerized goods and 49,600 to 56,300 passengers.

The port infrastructure will consist of six terminals with 15–16 berths, totaling 2,165 to 2,465 meters in length. The land and water zones will be defined to align with the port scale and cargo throughput demands.

Vision to 2050

By 2050, cargo volume is projected to grow at an average annual rate of 5.5–6.1%, while passenger volume is expected to grow 1.1–1.25% per year. Infrastructure development will focus on completing terminals that directly serve industrial and service facilities, particularly at the Go Cong terminal area. New terminals will be developed as needed to accommodate future cargo demand.

In addition to terminals supporting the Soai Rap–Hiep Phuoc petroleum depot, the Southern Hau River Petro depot, and DKC Tien Giang fuel storage, the plan also envisions a multi-purpose container and bulk cargo terminal at the Go Cong General Port, capable of receiving vessels of up to 70,000 DWT or more, depending on navigational channel conditions and supporting infrastructure investment.

The Binh Dong terminal will feature two berths for general, container, liquid/gas, and bulk cargo vessels up to 20,000 DWT. The My Tho terminal will have one port with three berths, capable of handling vessels up to 5,000 DWT.

Infrastructure and Maritime Channel Upgrades

The plan also outlines the development of integrated public maritime infrastructure to ensure port accessibility. Investment timelines will depend on funding availability and mobilization, including private sector participation.

  • Soai Rap Channel: To be upgraded for vessels of up to 50,000 DWT fully loaded, and 70,000 DWT partially loaded.

  • Vam Co Channel: To be developed for ships up to 20,000 DWT.

  • Tien River Channel: To be improved for vessels up to 5,000 DWT.

Implementation and Oversight

The Vietnam Maritime and Inland Waterway Administration is tasked with coordinating implementation, monitoring, and enforcement in cooperation with provincial departments. They will advise the Ministry of Construction on project approvals for new, upgraded, or expanded terminals and related infrastructure.

Local authorities are responsible for proposing updates to the plan, suggesting amendments to relevant legal frameworks, and monitoring compliance. They must also ensure alignment between port development and broader provincial planning, land use allocation, and climate resilience goals.

Close coordination is required between maritime, environmental, defense, and security agencies to resolve related issues during the port development process. Designated dumping and dredging areas for port operations will be established in accordance with legal guidelines.
