
The Ministry of Industry and Trade has issued Decision No. 2491/QD-BCT dated September 5, 2025, on the imposition of temporary anti-dumping duties on certain wood fiberboard products originating from the Kingdom of Thailand (Thailand) and the People's Republic of China (China).
Accordingly, the temporary anti-dumping duties applied to the investigated goods from Thailand and China range from 2.59% to 39.88%.
During the investigation process, in accordance with the provisions of the Law on Foreign Trade Management, the Ministry of Industry and Trade coordinated with relevant agencies to thoroughly assess the impact of dumping practices by imported goods on domestic production, as well as the extent of dumping by manufacturers and exporters from Thailand and China.
Preliminary findings indicate that dumped imports from Thailand and China pose a significant threat of material injury to the domestic industry.
In addition, the volume of allegedly dumped imports has continued to rise sharply—by more than 52% year-on-year—immediately after the Ministry initiated the investigation.
Therefore, the Ministry has decided to apply temporary anti-dumping measures to prevent a rapid increase in wood fiberboard imports, which could otherwise cause serious and irreversible damage to the domestic manufacturing sector.
In accordance with the Law on Foreign Trade Management, the Ministry will continue to work with relevant parties to collect and verify information and documents submitted, and will issue a final conclusion based on a comprehensive assessment of the case.
