The logistics service sector plays a crucial role in the economy and society of the country. The development of the logistics service sector to an international level will directly contribute to enhancing the competitive capacity of the economy, with exports continuing to be the spearhead of growth, propelling Vietnam towards becoming a developed country with a modern industry and high income by 2045. According to forecasts by the General Statistics Office, Vietnam's population in 2045 is estimated to reach around 107.79 million people. Therefore, the scale of Vietnam's economy in 2045 is projected to be around 1.778 trillion USD, equivalent to South Korea in 2018.

 

The Resolution of the 13th National Party Congress has set the goal of "Turning Vietnam into a prosperous, developed nation by 2045." As a pivotal economic sector, every logistics enterprise aspires and continually strives to realize this goal.

To achieve this goal, we must build strong logistics enterprises with international brands, regional and global competitiveness, applying science and technology in line with the development of the advanced logistics industry worldwide, and high-quality human resources to carry out global logistics activities.

Establishing a community of enterprises with an international service level is a crucial objective. Currently, over 80% of members of the Vietnam Logistics Business Association (VLA) are small and medium-sized enterprises, with a few strong 3PL companies. Therefore, we need to rapidly develop 3PL, 4PL, and aim for 5PL companies to provide comprehensive international services.

Enterprises are integrating digital platforms for logistics operations, notably utilizing technologies like Blockchain, AI, Cargowise, and connecting with a global agency network.

Companies are building suitable, dynamic, and innovative personnel with high-level English proficiency in logistics, good quality professional skills, and the ability to apply technology and have a good understanding of domestic and international logistics legal aspects relevant to their assigned tasks.

The goal is to strive for Vietnam's logistics industry to be at the forefront globally, as indicated by the Logistics Performance Index (LPI) of the World Bank. By 2045, Vietnam aims to rank second in the ASEAN region after Singapore. The sector aims to contribute 8% to 10% of the country's GDP, with a growth rate of 14% to 15% per year. Logistics costs should stand among those of developed industrialized countries, approximately 8% to 10% of GDP. Development should prioritize environmentally friendly, green logistics.

Strongly developing agricultural logistics (Agro-logistics) is a vital aspect, integrating logistics with production, circulation, and import-export activities of agricultural and seafood products, particularly connecting Vietnamese goods to global markets and optimizing logistics costs for Vietnamese goods to enhance the competitiveness of the economy. The directive from the Prime Minister in Official Letter No. 7709/VPCP-CN on September 15, 2020, requires the establishment of a Cargo Airlines with a separate cargo transportation fleet dedicated to serving Vietnamese agricultural products on separate routes. Key members of VLA have collaborated to establish ACG Company, specializing in operating cargo flights to countries in the region.

Leveraging the proactive role in supporting VLA enterprises in expanding domestic and international logistics market operations, closely cooperating with industry associations, and promoting the establishment of logistics associations in provinces and key cities to drive the development of logistics services nationwide.

  1. The Role of the State To achieve the "Vision 2045" of logistics enterprises, the leadership and support role of the State are immensely important, including:

Completing the legal framework, creating a transparent regulatory framework for logistics, consistently applied from central to local levels of all administrative agencies and officials. Developing and effectively implementing the "Vietnam Logistics Service Industry Development Strategy for the period 2025 - 2035, vision to 2045." Many countries in the region already have development strategies, while Vietnam has only stopped at the Action Program.

Enhancing logistics infrastructure, both physical and soft infrastructure (information technology). Primarily, developing the North-South expressway, connecting the Mekong Delta region, and linking to seaports, especially deep-water ports. Constructing high-speed railroads for cargo transportation from North to South and connecting with Eastern European countries, railroad connections to major seaports to facilitate cargo liberation and transportation. Continuing the development of overloaded seaports, especially deep-water ports serving imported and exported goods to distant markets and the domestic Asian market. Currently, over 90% of our country's import and export goods are transported by sea. Concurrently, developing inland waterway infrastructure to support roadways and efficient development of multimodal transportation. Establishing dedicated cargo aircraft fleets, which we currently do not have.

Build and improve logistics infrastructure to serve agriculture, develop logistics centers. Develop logistics centers in important areas near production centers and seaports, with a focus on extending air logistics centers beyond airports to serve special goods, especially imported agricultural products. Build Vietnam into a regional and global logistics hub by 2045 with high competitiveness. Logistics service providers trust in their determination and effort to contribute to the nation's advancement. With this determination, we will achieve the goal of "Turning Vietnam into a prosperous, developed nation by 2045."
